Note that 1. Kb5 Kxc7 2. Kc5 Kd7 3. Kd5 Ke7 is a drawn endgame. White needs extra time to push his pawn. Nor does 1. c8=Q+ work, since 1... Kxc8 2. Kb6 Kd7 draws.
So 1. Kb6 Kc8 and White has gained a tempo. Now 2. Kc5! and if 2... Kxc7 3. e6 gains the opposition.
Then if 3... Kd8 4. Kd6 maintaining the opposition. After 4... Ke8 5. e7 wins.
If instead 3... Kc8 4. Kc6 Kd8 5. Kd6 is the same.
